Senate Bill seeks to discover animal abusers via background checks

October 17, 2013 | AP  Legislation headed for the state senate would allow humane societies and shelters to run criminal background checks before allowing adoptions. As WGVU’s David Moore reports, it’s an attempt to head off incidents of animal abuse.
